How to fix USB Device not working after computer resume from Hibernation?

I connected Toshiba Canvio Flex 4TB external hard disk to my Gigabyte mini PC -BKi7HA7500. However, I noted that every time, as I resume my PC from Hibernation, I could no longer access files in my external hard disk.

This is how to fix it for Windows 10:

Windows Key + X and choose Power Options
Under Related Settings choose Additional Power Settings
“Choose or customize a Power Plan” windows will pop up, choose Change Plan Settings
In the next screen, choose Change advanced power settings
Then go to USB settings >> USB selective suspend setting >> Disabled as shown:
